MADE IN AZERBAIJAN

Export missions are organized to identify the possibilities to enter new markets, strengthen the position of local products in existing target markets and introduce new products to these markets.

Countries and dates of visits are determined by the Ministry of Economy based on the export potential of the non-oil products, requests of exporters and international economic and trade relations with appropriate countries.

Maximum 30 exporters participate in a 6-day visit and each exporter is represented by only one person.

Venue and equipment for business meetings, translation and transport services and hotel booking for the visit are organized and all costs are covered by the state budget.

Application submission for each of the following export mission is announced at least 15 days before the competition and is shared in Announcements.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Applications are assessed based on the following criteria:

  • production potential of the exporter;
  • export potential of the exporter;
  • availability of export experiences;

Applications getting the minimum pass mark are entitled to participate in the mission.

Results are aired within 2 working days after the competition.

Agreements has been reached on export of meat, pomegranate juice, medical products and cosmetics prepared from Naftalan oil to Qatar. Meantime, the contract has been signed on promotion, distribution and export of street furniture in Qatar.

Market research is carried out by qualified local or foreign legal or physical persons based on the applications of the exporters and in accordance with the target markets determined by the Ministry of Economy.

Maximum 30 000 AZN are paid by the state budget per 1 market research.

  • compliance with the target markets;
  • production potential of the exporter;

  • being actual and the first research within the framework of this mechanism;

Applications getting the minimum pass mark are selected to conduct the appropriate research.

Results are aired within 2 working days after the competition.

Participation at international exhibition and fairs under national stand is organized to promote the local non-oil products abroad under the brand “Made in Azerbaijan”.

Every year the list of the exhibitions and fairs for the following year is determined by Ministry of Economy based on the export potential of the non-oil products, requests of exporters and international economic and trade relations with appropriate countries.

Participation at 10 international exhibitions/fairs under the national stand is organized per year.

Hiring venues at the exhibition/fair halls, design, preparation and installation of the stand, transportation of the products are organized within this mechanism and all costs are covered by the state budget.

Application submission for participation at any international exhibition/fair is announced at least 15 days before the competition and is shared in Announcements.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Agreements on export of vanilla shugar and baking powder, and numerous contracts on export of hazelnut and confectioneries to Russia has been recorded. Moreover, hazelnut and dried persimmon of Azerbaijan were awarded with gold medals for the nomination “The Product of 2017”. Besides being the only and exclusive partner of “Worldfood Moscow”, Azerbaijan was awarded with “The Best Debut” prize of the exhibition as a result of its first time representation under the national stand.

Positive improvements were noted regarding the export of local wine to Lithuania and other Baltic states in future. So, a company operating in Lithuania bought more than 200 litres of local wine exhibited at “Prowein” as an example at the end of the exhibition.

Contracts were signed on export of meat to Dubai, and the order was received on export of hazelnut to Spain. Additionally, the agreement was reached on placement of the products made in Azerbaijan in stores of Hypermarket “Lulu” operating in the Gulf region.

Contracts were signed on export of meat to Dubai, and the order was received on export of hazelnut to Spain. Additionally, the agreement was reached on placement of the products made in Azerbaijan in stores of Hypermarket “Lulu” operating in the Gulf region.

Individual participation at international exhibitions and fairs is organized to promote the local non-oil products abroad under the brand “Made in Azerbaijan”.

Every year the listof the exhibitions and fairs for the following year is determined by Ministry of Economy based on the export potential of the non-oil products, requests of exporters and international economic and trade relations with appropriate countries.

This mechanism considers costs for hiring places at exhibition/fair halls, designing, preparation and installation of the stand and transportation of the products for a period up to 6 months before the application submission. The amount covered by the state budget is 50% of the mentioned costs up to 10000 AZN.

To receive the payment, the exporter should submit an initial application regarding its intention on individual participation at any of the international exhibition/fair.

Decision is made based on the following criteria for the initial application:

  • presence of the exhibition/fair on the approved list of the Ministry;
  • compliance of the products with the category of the exhibition/fair;

Application is reviewed within 10 working days. If mere shortages are found, the applicant is informed to remove them within 2 working days. After the removal of the shortages, the process is resumed and the decision is made on the participation.

Applicants who have received positive decisions at the first stage should re-apply by another application within 30 working days after the event in order to get the payment.

The following documents should be attached to the application:

  • original or notarized copy of invoice
  • original or notarized copy of the agreement
  • original or notarized proof of payment;
  • written, photo or video report;

The documents are reviewed within 30 working days in accordance with the “Administrative Procedural Code of the Republic of Azerbaijan”. If mere shortages are found, the applicant is informed to remove them within 5 working days. The applicant eliminates the problems within the following 10 working days and the process is resumed again.

If the positive decision is reached after the review of the application, the payment is transferred to the bank account of the applicant in national currency within 20 working days.

Promotion of “Made in Azerbaijan” by state-owned legal entities is organized with the purpose of large-scale introduction and representation of the local non-oil products with a single name in foreign countries.

Promotion of “Made in Azerbaijan” by state-owned legal entities is carried out by the representations and branches of these entities located in foreign countries. The list of the entities is determined by the Ministry of Economy.

Costs relating to the promotion of “Made in Azerbaijan” by the legal entities are paid within 20 working days based on the documents these entities provide.

Exporters whose products will be promoted are selected through competition. Application submission for this mechanism is announced at least 15 days before the competition and is shared in Announcements.

Note! Countries where the brand “Made in Azerbaijan” will be promoted and their relevant foreign branches and representations are indicated in the announcement.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Applications are assessed based on the following criteria:

  • production potential of the exporter;
  • export potential of the exporter;
  • availability of export experiences;

Applications getting the minimum pass mark are entitled to get use of this mechanism.

Results are aired within 2 working days after the competition.

Placement of "Made in Azerbaijan" shelves in "Duty Free" shops and stores operating in foreign countries is organized with the purpose of large-scale introduction and representation of the local non-oil products with a single name in foreign countries.

The list of the stores, “Duty Free” shops and the products to be promoted are determined by Ministry of Economy based on the export potential of the non-oil products, requests of exporters and international economic and trade relations with appropriate countries.

The costs for organization of shelves, transportation of goods and customs clearance are covered by the state budget.

Stores and “Duty Free”s are determined based on the following criteria:

  • export potential of products to a relevant country;
  • image of the stores among consumers as well-known chains;
  • importance of territories as transport hub and of its passenger demand where “Duty Free”s operate;

Up to 2 stores and “Duty Free” shops can be chosen per year.

Exporters whose products will be promoted are selected through competition. Application submission for this mechanism is announced at least 15 days before the competition and is shared in Announcements.

Promotion of the brand “Made in Azerbaijan” in public spaces and on international media is organized with the purpose of advertising the local non-oil products with a single name in foreign countries among large masses.

This mechanism covers all costs regarding the organization of advertising compaigns.

Countries where “Made in Azerbaijan” will be advertised, public spaces and mass media are determined by Ministry of Economy based on the export potential of the non-oil products, requests of exporters and international economic and trade relations with appropriate countries under the following criteria:

  • considering social places where people and traffic flow are intense;
  • selection of mass media with a large groups of subscribers;

Exporters whose products will be advertised are selected through competition. Application submission for this mechanism is announced at least 15 days before the competition and is shared in Announcements.

Note! Countries, public spaces, mass media and the list of the products that will be advertised are indicated in the announcement.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Applications are assessed based on the following criteria:

  • production potential of the exporter;
  • export potential of the exporter;
  • availability of export experiences;

Applications getting the minimum pass mark are entitled to get use of this mechanism.

Results are aired within 2 working days after the competition.

Financial support for obtaining sertificates and patents in foreign countries for non-oil products, registration of trademarks is meant to promote the local products under the brand “Made in Azerbaijan” in the world.

This mechanism considers costs for obtaining certificates and patents in foreign countrie, as well as registration of trademarks for a period up to 6 months before the application submission. The amount covered by the state budget is 50% of the mentioned costs up to 60000 AZN.

Application submission for this mechanism is announced at least 15 days before the competition and is shared in Announcements.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Applications are assessed based on the following criteria:

  • production potential of the exporter;
  • export potential of the exporter;
  • availability of export experiences;

Applications getting the minimum pass mark get positive decisions.

Results are aired within 2 working days after the competition.

Applicants who have received positive decisions at the first stage should re-apply by another application within 30 working days after obtaining the certificate or patent in order to get the payment.

The following documents should be attached to the application:

  • notarized copy of the proof of payment regarding duties and service fees for obtaining certificates and patents and registration of trademarks;

The documents are reviewed within 30 working days in accordance with the “Administrative Procedural Code of the Republic of Azerbaijan”. If mere shortages are found, the applicant is informed to remove them within 5 working days. The applicant eliminates the problems within the following 10 working days and the process is resumed again.

If the positive decision is reached after the review of the application, the payment is transferred to the bank account of the applicant in national currency within 20 working days.

Financing research and development programs and projects is organized to generate and develop export-oriented new products or production technologies, reduce production costs and increase the added value of existing products.

This mechanism considers 50% of all costs up to 100000 AZN for one project. 10 such events can be realized every year.

Research and development programs and projects are carried out by qualified local or foreign legal or physical persons based on the applications of the exporters.

Application submission for this mechanism is announced at least 15 days before the competition and is shared in Announcements.

After the deadline for the application submission the commission established by the Ministry of Economy organizes the competition on a predetermined date and evaluates the applications to come to a decision.

Applications are assessed based on the following criteria:

  • production and export potential of the exporter;
  • influence of generation and development of new products or production technologies on the performance of the exporter;
  • influence of the program or project on reduction of the production costs and increasing the added value of the products;

Applications getting the minimum pass mark are entitled to get use of this mechanism.

Results are aired within 2 working days after the competition.

Considering economic and trading relationships of Azerbaijan Republic, export potential of nonoil products, as well as requests from the exporters, the Ministry of Economy specifies the dates of customer missions and foreign persons to attend them and places corresponding information on its official website.

Each customer mission cannot be longer than 6 (six) days and the number of customers should not exceed 10 (ten) persons. On each customer mission the customer may be represented only by one representative.

The number of organized shopping missions should not exceed 20 (twenty) through a calendar year. All organizational issues related to the visit of foreign persons to attend the mission to Azerbaijan (hotel arrangement, international air and inner transportation (excluding taxi), translations services, renting premises and equipment for meetings and all concerning costs will be met by the Ministry of Economy.

The foreign persons to participate on customer mission are defined according to the criterion approved by the Cabinet of Ministers.
